Ub.com won't let me play?

I tried signing up with Ultimate Bet, when I accepted all the terms and conditions, it said "Access to our software is not allowed from Washington state" The problem is I'm not located in Washington, Im located in Texas. It's perfectly legal to play online in Texas. The only guess that comes to my head is it might be my internet provider which is Clearwire Internet. They're HQ is located in Kirkland, Washington. Anyone else with Clear internet have this problem?
