Can a pharmacy assistant give?

a counseling on vitamins here in Ontario Canada? I went to Costco today and bought Kirkland's multivitamins, Vitamin C and B complex. I know how much I can take on Vit C with Multi vit, but I didn't know how much to take to build immune system for B complex. So I went into counseling window that they provide, and the pharmacist asked if I needed a counseling. He said joking-ly "pay $5..." and then later on, the guy in blue coat (that handles the cashier) came to me and ask if he can help me. I asked him " are you a pharmacist?" and he answered "yes" and gave me the counseling on those vitamins. I understand that they are only vitamins, but are there supposed to be a law that ONLY Pharmacist can give counseling here in Ontario, Canada?
